Locus of Authority argues that every issue facing today's colleges and universities, from stagnant degree completion rates to worrisome cost increases, is exacerbated by a century-old system of governance that desperately requires change. While prior studies have focused on boards of trustees and presidents, few have looked at the place of faculty within the governance system. Specifically addressing faculty roles in this structure, William G. Bowen and Eugene M. Tobin ask: do higher education institutions have what it takes to reform effectively from within?
Bowen and Tobin use case studies of four very different institutions - the University of California, Princeton University, Macalester College, and the City University of New York - to demonstrate that college and university governance has capably adjusted to the necessities of the moment and that governance norms and policies should be assessed in the context of historical events. The authors examine how faculty roles have evolved since colonial days to drive change but also to stand in the way of it. Bowen and Tobin make the case that successful reform depends on the artful consideration of technological, financial, and cultural developments, such as the explosion in online learning. Stressing that they do not want to diminish faculty roles but to facilitate their most useful contributions, Bowen and Tobin explore whether departments remain the best ways through which to organize decision making and if the concepts of academic freedom and shared governance need to be sharpened and redefined.

7 of 8 people found the following review helpful. Collecting Even More Gems from Another Bowen-Spirited Work. By MikeS Yet again, Bowen does not disappoint. His experience and wisdom come through in this historical and current review of faculty influence and involvement in higher education. I wanted to learn more from this historical perspective and that is just what I did. Even after 15 years in higher education now, Bowen and Tobin's insights helped immensely in filling in the gaps in my understanding of the tug-of-war that exists between the academic and administrative sides in higher education today. The four case studies that closed out their work brought real-world practicality and meaningfulness to this learning experience for me. Whether you have enjoyed, as I have, a second career in the higher education space or you have been in this realm for 3-4 decades, there is wisdom in this work and gems to be collected by the reader - throughout it.
1 of 2 people found the following review helpful. Not a Fair Approach to Structural Disenfranchisement in Current Governance By Downtown Prof Not a primary source on governance nor a fair one. The text expresses an animosity toward educators' sacred role in societies. Witness early statements that encourage faculty to simply accept administrators' leadership as if faculty cannot lead or have not accumulated wisdom via research and teaching. Faculty know what imperils higher education and how the impoverishment of education has resulted in mission creep. The response of this text is try to appear measured while advancing its agenda of destabilizing intellectual life. It is an inopportune text at an important juncture in American higher education.Read at my university library.
3 of 5 people found the following review helpful. Seemed like a copy cat By S. Velasquez This book seemed to have all the same information and timeline as University In, by Jennifer Washburn. The only difference were the suggestions at the end. Not sure if the authors intended to rip off Ms. Washburn, but they didn't even cite her in their book as a reference, even though the information was clearly the same. I really didn't learn anything from this book that I didn't get from her book.
